Syllabus area: India & its neighborhood relations; Effect of policies and politics of developed & developing countries on India’s interest.

Q2: Is there is a change in India’s nuclear doctrine- from no first use to counter force strategy? Critically examine.

(Answer in 250 Words |15 marks )

Refer master 2020 section for references and details about this question.

Hints

No first use (NFU) refers to a pledge or a policy by a nuclear power not to use nuclear weapons as a means of warfare unless first attacked by an adversary using nuclear weapons. Earlier, the concept had also been applied to chemical and biological warfare.

Since conducting its second nuclear tests, Pokhran-II, in 1998, India has adhered to a self-imposed commitment to ‘No First Use’ (NFU) of nuclear weapons on another country. However, recently Defence Minister dropped a hint that in the future, India’s NFU promise “depends on circumstances.”

Arguments supporting possibility of such a change

  1. Hints from defense minister: Defense minister hints about NFU as non –sacrosanct.
  2. Hints from officials: Former NSA said that no first use only against non-nuclear weapon states, Bipin Narang said that india is fast gaining first strike capability..etc
  3. Pressure from hostile nuclear neighbors: Pressure from neighbors like PAK & CHINA are rising than ever before which needs a strong defence.
  4. For setting a higher benchmark: In present scenario, there can be a change to set higher benchmark over dangerous neighbors.
  5. To prevent possible war :Such a change deters first nuclear action from neighbors & hence prevents war.
  6. For showcasing india as Nuclear flashpoint in asian region: Especially while rising tensions associated with article 370.

Arguments against such a possible change

  1. It’s a time tested policy: Revoking or changing policy may break power balance in south asia.
  2. Just a political rhetoric to pressure neighborhood: changing Will affect indias relationship with neighboring countries and super powers.
  3. Politico-strategic move against pak threats: Its just a Stabilizing measure to curtail bargaining move by PAK.
  4. Re-iteration by Indian government after ministers comment: It’s a personnel comment and lacks such an official note.
  5. Membership of MTCR and Wassenaar agreement prohibits changing India’s strategy.
  6. Moreover, it will degrade global image of india as peaceful and responsive nation as well as NSG aspects. It may impact indias relation with NSG and may effect supply of materials even for civilian use.

Way forward.

Considering the threats and priorities, India must continue with time tested policy. Still minor tweaks can be made to evolve & resists pressure from aggressive neighbors.

General Studies -03

Syllabus area: Conservation; Indian economy -issues related to planning;

Q3: What are the reasons behind unpredictable nature of Indian monsoon? How will such monsoonal vagaries affect Indian economy? Analyze with the need of greater efficiency in rain water storage and use in the light of increasing unpredictability of monsoon.

Monsoons dominate India’s climate. Monsoons are strong, often violent winds that change direction with the season. Monsoon winds blow from cold to warm regions because cold air takes up more space than warm air. So, monsoons blow from the land toward the sea in winter and from the sea toward land in the summer.

nb: Its recommended to use illustration with right alignment with overview. Either use rough sketch like above or better illustrations like this <click to see.

Reasons behind unpredictable nature of Indian monsoon

  1. ITCZ variations: Dynamic nature of Inter Tropical Convergence Zone.
  2. Global warming.
  3. Pressure condition in Atlantic Ocean.
  4. ENSO in Pacific Ocean.
  5. Indian Ocean dipole.
  6. Disturbances in Mediterranean sea.
  7. Irregularity in jet stream flow.

Ways in which Monsoon vagaries Affecting Indian economy

Agriculture (primary sector)

  1. ~70% of Indian agriculture depends on monsoon and disruption affects productivity and hence food security.
  2. ~15% contribution to GDP will be affected with farm losses.
  3. ~50% indian depends on agriculture and vagaries affects economy.
  4. Need of more imports which inturn affects states expenditure.

Secondary sector

  • As lionshare depends on agriculture, money in hand will be lower and hence sectors like fast moving consumer goods, auto, fertilizers and cement are likely to go down.
  • Impact on GDP :If monsoon fails , it will reduce the percentage points from the overall GDP growth of India. This will also have a detrimental effect on demand in the non-agricultural sector.
  • Impact on the hydro-power sector and irrigation facilities: Most of the Indian power project installed on the Perennial Rivers. If monsoon fails, it would lower the water levels that have detrimental effects on the power generation as well as irrigation facilities.

Service sector

  1. Possibility of new fatal diseases and hence more expenditure on health.
  2. Loan waivers and associated rise in NPA
  3. RBI rate cut
  4. food inflation
  5. Volatility in forex..etc
  6. fluctuation in reserves

Need of greater efficiency in rain water storage

  1. To prevent disturbance in cropping even if monsoon vagaries arises
  2. To lower pressure on ground water for irrigation
  3. To prevent farmer suicides associated with droughts.
  4. Rainwater harvesting can reduce storm water runoff from a property.  The elimination of runoff can reduce contamination of surface water with pesticides, sediment, metals, and fertilizers.
  5. Rainwater can be used for irrigation use, indoor non-potable water use, and/or potable water supply.
  6. Rainwater harvesting can provide an independent water source in areas where other water sources are unavailable, or the water quality is unacceptable, or they are too expensive to develop, or they are too difficult to obtain.

Our government has started endeavors to tackle monsoon vagaries with policies like Atal Bhujal Yojana and tech missions by ISRO. Further making roof top rain water harvesting mandatory and promoting drip irrigation would be way forward.
